La Capitale was founded in Quebec City in 1940 by Quebec government employees who wanted to give their family members some financial security. In spite of its growth, La Capitale has remained true to its values of mutual aid and solidarity.

Message from the Chair of the Board and the 2021 Financial Statements
Following the Special General Meetings of La Capitale Civil Service Mutual and SSQ Mutual held on October 4, 2023, members entitled to vote ratified the merger of the two mutuals to form Beneva Mutual. This merger requires the adoption of a private act by the Quebec National Assembly, and if so, will take effect on January 1, 2024.
Beneva Mutual’s annual meeting will be held on April 25, 2024. The transitional measures set out in Beneva Mutual’s bylaws indicate that the delegate designation process is to be implemented as early as October 2023 so that the mutual’s first delegates are designated as if this process had always been in effect and take office on March 15, 2024.
